Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are fought: hopeful statements are delivered from different nations. Considerable effort is expended on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
After-Dark Attacks
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capability afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.
Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, damage and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, persist.
Political Considerations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is impossible to compel Moscow to surrender the land that it presently holds in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through statements or actions, from assuming that the status quo will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its benefit.
Current Realities
Objectively, there are no real preconditions for a truce. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
